A Current Pathway Family Center Client Stuck on first phase/level for over six months

Since June of 2008 there has been a client that has been enrolled in the drug rehabilitation/behavior modification center of Pathway Family Center, and literally stuck on the programs first phase/level for over six months. This has been happening at the programs Southfield, Michigan location.  It has been reported recently that Michigan authorities are considering removing the child client from Pathway.

Apparently this type of treatment has become a troublesome pattern for Pathway, to keep a new client on phase/level one for six months or more at a time.  For those of you who are not exactly familiar with the ramifications of what a six month or more stay on first phase/level means for a client at Pathway Family Center, I will attempt to paint the picture more clear for you.

The child client being subjected to first phase/level for six months or more means that they first and foremost have not been able to hold an unmonitored talk or conversation with their parent(s).  It also means that the child client has not been able to even attempt to call their parent(s), email them or even write them a letter via regular mail.  This is a very troublesome occurance considering the structure of the program: http://www.isaccorp.org/khkandstraight.asp

This particular client has not been able to speak to their biological mother, who has joint custody with the childs father, the whole time.  Pathway Family Center has denied this mother her inalienable right to visit with her child for over six months.

ISAC Corporation reports that a 14 year old boy has been detained against his will in an outpatient drug treatment program in Southfield MI since June 6, 2008. The name of the program is Pathway Family Center. Since that date, this boy has been residing away from his parents in unregulated, locked “host homes” run by the parents of clients in the program. Additionally, this program uses a level system, the first of which prevents clients from having privacy in the bathroom, attending school, reading, using the phone, watching TV, listening to the radio and a host of other restrictions that are consistent with the systematic thought reform methods utilized in its related program called STRAIGHT, Inc. That program was reported to have been closed in 1993, however, Pathway Family Center continued to treat clients from STRAIGHT, Inc. using the same methods and principles. There is at least one staff member from that program currently employed by the Southfield facility. Pathway also operates two other facilities located in Indiana. The facility they operated in Milford Ohio was closed earlier this month.

The mother of this boy has joint legal/physical custody of her son and his father orchestrated his placement against her wishes. They have been divorced for nearly a decade. Pathway Family Center has repeatedly refused the mother’s request to speak to her son in private. According to the policies of the program, the client must send complaints through what is known as a “COC” chain of command. If this complaint is deemed viable by the staff, it progresses through the chain to an appropriate level. At no point is the client able to call CPS or DCH to complain. Level one is the most physically and psychologically abusive portion of the program. To be kept on this level for over 6 months is nothing short of pure torture. This boy is being kept from his schooling and away from his mother who is trying to help him get out of this situation.

This boy must be immediately removed from this program. At the very least, he can stay with his grandparents until the parents come to some resolution regarding his future. The mother is willing to speak to someone, as is a psychologist who saw the boy earlier this month who has indicated a willingness to speak to the media regarding this issue.

ISAC Corporation is a 501c3 organization dedicated to exposing and reporting abuse and fraud perpetrated in privately owned drug rehabilitation programs, behavior modification and boarding schools. We retain a substantial amount of documentation that supports allegations of abuse and fraud regarding Pathway Family Center in each state in which it has operated its program. This is the first time a Pathway Family Center client parent, who retains joint physical/legal custody, has come forward to ask for our help. Her rights are being denied, her son is being tortured and Pathway Family Center is getting paid a substantial amount of money in the process.

In reply to this letter, the Sheriff of Porter County, David Lain says:

Mr. Earnshaw:

Thank you for your email regarding Pathway. I am sensitive to your concerns and have forwarded them to the local Pathway office. Please understand that addiction has affected far too many families and we as a society must explore a variety of methods to overcome this scourge. That said, I would never advocate harming someone in order to save them. I am not aware of such being the case at Pathway. Should your allegations be substantiated I of course would have to rethink my position.

One thing about this case that disturbs me is that this client, like others, is being systematically denied a proper education. By withholding the clients from a proper school environment, PFC should be charged with negligence. Even the kids on higher levels are not to speak to ANYONE at the schools there in town. I heard someone saying that “those kids” are treated differently when they get there, like the staff and the rest of the student body has to walk on eggshells around them and give them special considerations. Does PFC not understand how this harms people’s minds?

Example: PFC male client: “There’s Jenny, but uh oh, I just had a bad thought about talking to her, I have to report myself to group.”

Is that crazy? yeah, but it is just the tip of the iceberg.

It seems as if privacy in the bathroom remains an issue all these years later. If a kid has to use the bathroom, let him use it in a private manner. Over 200 days of constant bathroom monitoring could produce serious issues later on down the road.

Hopefully the judge will order the release of this client on the 5th and the program will undergo an intense investigation into its treatment of kids who remain under its control.

Why parents subject their kids to these sorts of programs is a perplexing thing to try and understand. The media hypes PFC at every turn, but as soon as someone has a problem, they turn a deaf ear. Are they part of the scheme? Is this a deliberate act on their part? Why do they not report what is happening? They are too busy doing stories about the old lady that dropped her phone but it still works.

As is quite apparent in the following exchange, Terri Nissley has attempted to avoid responsibility for the alleged torture of this 14 year old PFC client. I am seriously disappointed with her. This reply via email from Terri Nissley was received by William Earnshaw, Sr. at 11:34AM today, January 7, 2009.

ISAC Corporation has been informed that at least one client at Pathway Family Center in Southfield MI has been on Level One since June of 2008. Furthermore, PFC has refused repeated requests to allow a private visit with the mother. ISAC Corporation has received a report stating that PFC required the oldcomer of this client to be present during a recent doctor visit. According to statements by the mother, PFC has attempted to discredit and otherwise place physical and psychological distance from her son. ISAC Corporation believes that PFC is systematically denying this client a proper education.

At no point during any form of any type of drug treatment should any child or person be subjected to a Level One environment for one minute, let alone for over 180 consecutive days. ISAC Corporation is dedicated to reporting this abhorrent behavior to all applicable parties which include, but not are not limited to, the office of the Governor of the State of Michigan, CARF and the media.

ISAC Corporation demands that PFC must immediately release this client and cease any activity that supports this method of operation.

The Indiana Attorney General must immediately act on this situation. Pathway Family Center has been holding at least one 14 year old boy on its Level One for 221 consecutive days. The LaPorte County judges, in collaboration with the Drug Free Partnership, have contributed financial resources to aid in the systematic physical and psychological abuse of clients in the Pathway Family Center program. The Indiana Department of Mental Health and Addiction licenses the Indianapolis Pathway Family Center. There are reports of similar lengths of time spent on Level One at this facility. This practice is not limited to the Michigan facility.

Judges helped collect fines for grants

Thank you to our La Porte County judges! Because our judges have been so diligent in collecting drug offense related fines, the Drug Free Partnership has more than $160,000 to appropriate in grants this year.

How does this work? Funding is obtained through court-imposed fines from convicted alcohol and drug related offenders. By state law, it is placed into the Community Drug Free Fund. Seventy-five percent of these funds are annually awarded through a grant process to community organizations and individuals involved in designing and implementing projects and services addressing the actions recommended in the Drug Free Partnership’s County Plan.

The Partnership attacks this complicated issue via a three-pronged approach: prevention and education, treatment and justice. Twenty La Porte County projects are being funded this year.

Six justice grants are being awarded: La Porte County Sheriff Breathalyzers, $5,574; Teen Court, La Porte, $8,045; Teen Court, Michigan City, $8,635; La Porte Metro Operations Drug Task Force, $7,500; La Porte Police Department, $4,800 for portable breath tests; Risk Reduction/Women’s Groups at Bradley Center, $800.

There are nine prevention grants and projects: TRIAD pill drops, $1,000; South Central Junior/Senior High School self-esteem program, $1,977; Community Corrections Teacher, $9,600; Project Ed, $10,000; County Jail Relapse Through Employment Mentor and Education, $8,600; Boys and Girls Club, $8,738; YANA, $1,000; Special Red Ribbon Projects, $2,000; Youth Making Moves, $2,000; Special Coalition Projects, $4,000; Drug Free Partnership, $2,816 for coalition building and public education.

Also, we’re giving six treatment grants: Prenatal Substance Use Prevention Program at Dunebrook, $5,000; Pathway Family Center for adolescent treatment, $15,000; Open Door Adolescent Treatment, $8,250; Community Corrections In-House Treatment, $5,000; County Jail Substance Abuse Treatment, $8,500; It Takes a Village Community Action Board/Rejoice, $10,000.
